Hey guys,  I already posted this on BYOAC, but wanted to get a European perspective on this.
I have the following
A Dell Vostro with 2gb of Ram Dual Core
Windows XP SP3
Latest Version of MALA
Arcade VGA(PCI-E X16)
Makvision 25 (24.8) inch monitor

I have been talking to Andy at ultimarc about this and wanted to see if anyone else is having the same problem.

Got an interlacing problem that, ultimately gives a major migraine, if I leave the resolution native 640 x 480.  When I set the resolution to 320x???(Can't think of it right now, at work typing this :) the resolution of windows looks like crap, and the Mala Menu is half off the screen, but the games look decent.

Andy suggested that I uninstall the drivers reinstall, and run the Config utility to 15khz to 39khz, did that no luck.  Haven't heard back from Andy yet,  I was wondering if I should just do a total wipe of my OS, reinstall windows while connected to the Macvision and the AVGA,  thoughts?

I have never seen that monitor in person, but here they claim it to be Standard Resolution (CGA), Medium Resolution (EGA) or VGA Resolution. So it should support 15, 25 and 31 kHz resolutions. So 640x480@60 Hz would be 31 kHz and shouldn't be interlaced on that monitor, but progressive.
I don't know what you mean with "run Config utility to 15khz to 39khz". 39 kHz is incorrect in my opinion, did you mean 31 kHz instead?
Anyway, if 640x480 is coming out interlaced then you have a configuration problem in the ArcadeVGA settings. You should revise your settings enabling 15, 25 and 31 kHz resolutions all in non-interlaced modes, since your monitor is capable to output them without interlacing.

There are actually 3 settings that come with the Arcade VGA I made the mistake it was 15, 15-31 and 15-38, Tried them all.  I talked to Andy,  Going to uninstall the drivers and software tonight and reinstalled. see where that goes.

In this case the correct setting for your monitor is 15-31.
