Fluorescent: (TL as we call it):

The essential difference: Neon light is where the gas itself lights. F.i. that red neon in my picture is a completely clear tube when turned off. Fluorescent light uses gas that does not light up itself, but it causes the coating on the inside of the tube to light up.
Yes, some neon's (actually most neons) use a coating too, but this is only to enhance the color, it's still the gas itself that lights up.
Not that any of this matters at all, just the neon-police trying to prevent any misunderstandings Woohahahahahahahaah !

About rotating, check this out:

It looks like the rotating disc on that cab could be made a tiny bit smaller. It will be extremely tight probably, or maybe impossible....I will investigate it as soon as my SW cockpit is done....
Oh, and if you want I've got an original Nintendo fluorescent holder for you. Problem is.....it wants 100 VAC !!! (I replaced mine with a similar set-up like you did):
