but about connecting jamma pcb's.

since i don't have a jamma harness or jamma cabinet to start with, can i use a normal pc atx power supply with these boards?
or does it sound really stupid? and what is the right way to connect these jamma boards to a scart tv? if possible.
i am familiar with the vga-scart connector (using it now with arcade-vga and mame setup). but i need to add transistors or something?

can someone help me out? thanks.

Yes you can, you just need a regular switch (not momentary) on the pwron line to ground on the PSU (usually the green wire) to turn the PSU on and off.
As for PCB to scart, I forget if you need to add a resistor to the rgb lines or not...
