mine is a regular neon, which is 17watt neon tube... I think the black light is for both American versions midway versions...

I did some research on the tube topic and also did some tries. There seems to be bl and bl. The difference is in the spectrum and in the coating. The tube you are using has a white coating and is emitting most of it's light in the 350 - 400 nm range. Peak probably a 368. This is a uva tube also used in fly catchers and solariums. The black blacklight I believe sends out in the same range but the different tube coating filters out/ blocks part of it.
I'm planning to make a study of it because I'm not happy with the results sofar..... 1 - the data per tube is not always complete nor correct. 2 - i used so far a normal tube, not nice because the background is to bright and stars and planets don't standout. Pro the "moon" landscape looks nice. I used a black blacklight, pro the planets and stars standout and the sky is looking a creapy kind of black.... Me like, but the moon is not visible at all. Then I used a tube from my wifes face solarium ( gezichtsbruiner in Dutch) which is as far as my research goes equal to the tube you are using. The results are ok but not great the moon is not yellow but depresing green and to dark, stars, planets and sky are ok but not great....... So I will need to experiment a little..... Keep you posted.
