There is an (5V?) adapter connected to the blue blocks, and when you connect another block to it, that block also lights up. There is some kind of electricical contact, I suppose via the chrome (plastic) edges.

At it's maximum height the lamp/sign is about 30 cm tall.

Built quality is not 'German', but hey, as long as it remains out of the hands of little kids, it should be no problem.

Was very close to buying on of these on saturday but tbh it looked a bit crappy on the box, looks way cooler in reality lit up!
