That's how Atari delivered them yes. The reason was that cabarets were often used in non-arcade environments like restaurants etc.
So these owners would probably not like any side-art.
However, they _did_ offer the side-art by order to the buyers, I think there was a postcard with the original documents to order it. So the buyers who _did_ want side-art could install it themselves.
