Heeeelp!

I discovered the you could use both 110V and 220V
So, i made a 220V plug and turned it on, and there was a flash (blown fuse)
well, discovered a switch i should have moved to 220V

So i did, changed the blown fuse (the one in there was a 250V 3A, the closest i got was a 250V 3.15A - hope that will do????) pluged in the power, and.... nothing..... hmmm
Then there´s this one, is it an automatic fuse of some sort? and can i change it?:

the one in the red circle...

Is this a special lamp? AFAIK those flourescent tubes in general can be used for 110 and 240 Volts, there's no difference like in normal bulbs.
Or am I missing something?  ??? ;)
