Title: fighting vipers problems

hi everybody
ik have got an issue with my fighting vipers
when it powers up i get the copyrights screen en then the sega logo with credits 0 ,in the left lower corner.
thats it no test menu or service works

i have 5 volt -5 volt 12 volt
when the board power up i get two leds onegreen and red then two red leds

any help welkom

*just noticed, this is for a Fighting Vipers 2, not sure if this will help at all*

Perhaps this could be usefull:

Could it be something simple like the input is just defect? (either cable/connectors/or on the board?)
