at first i would ask the seller why it took him 12 days instead of his normal 4 days.

if it sounds reasonable, and the items you bought are received in the condition you expect, i would leave it like this.

i think it depends on the situation, its difficult to judge without more info.

I stopped giving feedback at all. Today sellers wait with their feedback till they have your positive one. The system sucks.
My 2 cents:
Give buyers a counter with the average pay time
Make it possible to leave 1 positive feedback to a seller on every 5 items you buy, so that it is not that much work, and you decide which seller really is worth extra credit.
Or at least start with the option: I don't want to give feedback. Now I have to wait a few months before the requests go away.
